i think the answer to this verse is in the same letter. In chapter 2:5. He speaks of the only mediator for all people (nations). I believe Paul keeps this thought in chapter 4:10. Who is the savior (in our terms i would say, only hope, only way to salvation/only savior, only mediator, due to what he said in chapter 2:5) of all people (every nation and tongue) specially of those who believe. That’s my conclusion after studying it. I can’t come to any other reasonable, and satisfying conclusion.
